He was Federal Deputy from 1986 to 1988 Mayor of the city Porto Alegre from 1988 to 1992 Governor of the state of Rio Grande do Sul from 1998 to 2002 and Minister for the Cities between 2003 and 2005. He graduated in Literature from Universidade Federal do Rio Grande do Sul. since 2011.
