He served as a member of Israels parliament the Knesset from 1977 to 2001. He served as the Minister of Tourism of Israel from 1992 to 1996 and from February 1993 to August 1995 he served as the Minister of Interior Affairs of Israel. He currently serves as a Director of Master Plan a company for strategic communication consulting and of Bank Otsar HaHayal. He holds a degree in Political Science and Sociology from the Hebrew University in Jerusalem. since 2006.
