In 1975, he was appointed by President Gerald R. Ford as the United States Attorney for the Northern District of Illinois. Mr. Skinner formally served as Vice Chairman of the Board of Virgin America Airlines. He also previously served on the boards of Navigant Consulting, Inc. and the Chicago Board Options Exchange, Inc. Mr. Skinner holds a BS degree in Accounting from the University of Illinois and a Juris Doctor from DePaul University College of Law.
