From 2000 to 2001, he served as Head of the Tax Policy Group of the Baltic Pipeline System JSC, and then, a BPS branch of the Verkhnevolzhskie Magistralnye Nefteprovody JSC, Primorsk, Leningrad region. He was Chief Expert of the Investments Department of the St. Petersburg Seaport JSC from 1999 to 2000 since 2015.

Seleznev graduated from the Baltic State Technical University in 1997 majoring in Pulse Devices and Automated Rotary Lines Engineering and from St. Petersburg State University, majoring in Finance and Credit in 2002. He has a PhD in Economics.
